Background
The ADF was formed in 1996 by Ugandan Islamists and remnants of other rebel groups and was driven into the Rwenzori mountains of eastern Congo. From 2014 it carried out massacres around Beni; in 2019 the Islamic State began claiming its attacks as 'Central Africa Province' (ISCAP). The group finances itself through gold, timber and kidnapping and recruits across East Africa.
After bombings in Kampala in November 2021, Uganda deployed troops into the DRC alongside the FARDC (Operation Shujaa). The campaign dispersed ADF camps but pushed the group into new areas; massacres continued in Beni, Lubero, Irumu and Mambasa territories. In June 2023 ADF fighters killed 42 people, mostly students, at a school in Mpondwe, Uganda. In July 2025 dozens were killed in an attack on a church in Komanda, Ituri, and in August 2025 the UN reported at least 52 killed in North Kivu.
In 2026 the FARDC's attention is consumed by the M23 war, and the ADF has exploited the gap: more than 260 civilians were reported killed in March-early May, including 43 at Bafwakoa on 1 April and 70 in a single day on 28 April; on 30 April the group attacked Suka na Mboka in Haut-Uele; and in May ACLED recorded its deadliest anti-civilian campaign in Ituri since 2022 while Ebola spread in Irumu and Djugu. Attacks on villages in Ituri continued into September and October 2026.

Intensity classification: ACLED recorded at least 149 civilians killed by the ADF in Ituri in May 2026 alone, equal to the January-April 2026 total (so ~300 in Ituri in five months), plus repeated mass killings in North Kivu (e.g. 52 killed in August 2025, 19 in Beni on 1 June 2026). No 12-month total was retrieved, but the incident record indicates well over 1,000 deaths a year, consistent with UCDP's finding that IS-affiliated violence in the DRC made the Islamic State the deadliest one-sided actor of 2024..
